Aviation Investment Fund Company Limited (AIFCL)

Andy provides specialist aviation input to RenewableUK. After 20 years in the RAF, he was Head of Surveillance and Spectrum Management at the UK CAA where he additionally held responsibility for Wind Turbine and Aviation issues. In addition to supporting RenewableUK, AIFCL and OWIC, Andy is a member of the Performance Review Body for the Single European Sky.

Lesley McNeil
Head of Wind Energy Policy and Development Energy Industries Division, Scottish Government Directorate for Energy and Climate Change

Lesley McNeil is Head of Wind Energy Policy for the Scottish Government, with responsibility for the policy considerations for both onshore and offshore wind. She has worked in Directorate for Energy and Climate Change for a number of years, with an interest in the barriers to the deployment of wind projects and how these can be resolved. With an academic background in archaeology and history, she is disappointed to be seldom asked to discuss the Neolithic period, cold war diplomacy or, rum-based cocktails.

Sam Johnson
Aviation Manager & Project Technical Analyst, UK & Ireland, RES

Sam has been the Aviation Manager for RES Ltd for over seven years and, prior to that lead the Wind Farm team at QinetiQ, her background being in radar analysis. Sam is also an active member of the RUK Aviation Working Group, the Wind Europe Aviation Task Force, the OWIC task force, and is the Vice Chair of AIFCL. Sam has been a member of the IEC Aviation Lighting and Marking Standards group since its inception in 2018 and has recently taken over as Convenor to steer the draft document through approval and to publication.

Anne MacKenzie
Senior Aviation Manager, ScottishPower Renewables

Anne is ScottishPower Renewables’ Senior Aviation Manager, working to resolve aviation issues for SPR’s onshore and offshore development and operational sites. Anne supports Iberdrola (SPR’s parent) on aviation issues (e.g. turbine lighting in Germany). Anne has been involved in the renewable energy – aviation interface since 2005, first representing an airport operator (Prestwick/Manston Airports) and since 2011 SPR. Anne sits on BEIS’s Aviation Management Board, the Scottish Government’s Aviation 2030 Vision Task Force, Joint OWIC-MOD Air Defence Task Force, RenewableUK Aviation Working Group and WindEurope Aviation Task Force. Anne has a close working relationship with the CAA and has been a key participant in industry efforts to work through a pragmatic solution for “tall” turbine lighting with the CAA, applying best practice from Germany and the US.

John van Hoogstraten
Operations Director, Cyrrus Ltd

John is an Air Traffic Controller with over 30 years’ experience in the Air Traffic Management (ATM) industry having worked in Africa, the Middle East and Europe in both operational and management roles. As the Operations Director for Cyrrus, John assists airports, air traffic control, developers and regulators overcome issues related to ATM. Cyrrus has assisted the wind energy industry for many years and is a founding partner of Project GreenBlade.

Ferdinand Behrend
Expert Flight Operations and Air Traffic Control, German Ministry of Transport

Dr Ferdinand Behrend is working as a consultant in the area of flight operations and air traffic control. He is a former air traffic control operator from the DFS, holding a PhD degree in aeronautical engineering. Furthermore, he works as a scientific flight instructor and flight test engineer for the Lufthansa Aviation Training operating all Boeing, Airbus, Bombardier and Embraer aircraft types. He is an advisor in the ICAO visual aids working group and has a leading role implementing the transponder-based aircraft detection system in Germany.
